On 9 September the BCEAO, the central bank for the eight-country West African monetary union that includes Guinea-Bissau, kept its main rate at 3%, its emergency lending rate at 5% and bank reserve requirements at 3%. These rates have been unchanged since the March 2026 cut. Inflation across the union rose to 0.4% in the second quarter from -0.2% in the first, and the bank expects about 1% for 2026. Borrowing costs and the euro-pegged CFA franc should therefore stay steady for entrants.

At the same meeting the BCEAO looked at reports on whether exporters are bringing their export earnings back into the union, and on the health of regional banks at end-June 2026. For Guinea-Bissau, almost all export revenue comes from cashews, so any tighter enforcement of the rule that exporters bring earnings home would directly affect exporters' cash flow and how they convert currency.

On 8 October the transitional Prime Minister, Ilídio Vieira Té, and the national election commission (CNE) said the presidential and legislative elections planned for 6 December 2026 cannot go ahead. The deadline for presidential candidates to file passed on 6 October with no one registered, and no new date has been set. The decision now rests with the transitional president, General Horta Inta-A, so military rule has no fixed end date. Contracts, licences and approvals signed with the current authorities face a longer period of political uncertainty.

On 1 October the High Military Command said security conditions did not allow ousted President Umaro Sissoco Embaló to return on 4 October as he had planned. Embaló had said he would run for president. Reports say the military has also disarmed his supporters in the army and dismissed two ministers linked to him. Together with the ban on party activity and public gatherings, this shows the transition is still contested and the risk of unrest has not gone away.

In late August the transitional authorities held a constitutional referendum. The election commission says the 'Yes' side won; the opposition boycotted the vote. The new constitution changes the legal basis of the state while there is no elected government, so entrants should check how it affects their contracts and dispute resolution as the rules that implement it are published.
