The Liberia Extractive Industries Transparency Initiative (LEITI) has published an Act, dated 15 July 2026, that ratifies a concession and access agreement between the government, Ivanhoe Liberia and Société des Mines de Fer de Guinée. The deal links Guinean iron-ore interests to infrastructure in Liberia. It suggests Liberia is positioning itself as a cross-border mining and logistics corridor, which could create demand for transport, engineering and services suppliers.

LEITI also lists an Act dated 2 September 2026 that ratifies Amendment No. 3 to the Mineral Development Agreement with ArcelorMittal. ArcelorMittal is Liberia's largest foreign investor, with a total commitment of about US$3.5 billion and an agreement already extended to 2050. The amendment shows the government is willing to keep revising anchor concessions, even as lawmakers push for a wider overhaul of the concession model.

The Central Bank of Liberia cut its Monetary Policy Rate by 25 basis points to 16% after its 15 July 2026 meeting. It had held the rate at 16.25% through the first half of the year. In April it had warned about higher oil prices and a weaker Liberian dollar, so this is a cautious first easing step. Borrowing in Liberian dollars stays expensive in real terms, and entrants funding local operations should not expect credit to get much cheaper soon.

Reporting on the IMF reviews says bank recapitalisation is running slower than planned and a shortage of banknotes is an immediate problem. The IMF wants weak banks restructured and new notes issued. Entrants should plan for limited local banking capacity, cash shortages and a heavy reliance on US dollars for transactions.
