A year after Congo signed a $23bn oil and gas agreement with China's Wing Wah, neither side has published an investment-decision timetable or a financing structure. Crude output is also falling as mature fields decline. Contractors and suppliers should treat the projects as unconfirmed, and congestion at the Pointe-Noire export facilities is a further limit on any increase in output.

On 7 October in Brazzaville, Presidents Sassou Nguesso and Chapo of Mozambique signed about ten cooperation agreements, including one on hydrocarbons. The hydrocarbons accord names no blocks, volumes or budget, so it signals political intent rather than a near-term commercial opportunity.

Details on which businesses are covered and how it will be enforced were not available, so retailers and service firms planning to enter should check the requirement before setting up payment systems.

On 7 October the Council of Ministers approved the draft 2027 budget. It plans revenue of XAF 3,120.8bn, spending of XAF 2,638.4bn (a surplus of XAF 432.4bn) and XAF 680bn of public investment, and forecasts debt falling from 88.6% of GDP in 2026 to 80.9% in 2027. It assumes output of 112m barrels at $71 a barrel and real growth of 5.6% in 2026 and 6.9% in 2027, far above the IMF's 2.8% projection for 2026, so revenue is exposed if oil prices or output fall short.

On 28 September the regional central bank (BEAC) left its rates unchanged after cutting them in June. It also lowered its 2026 growth forecast for the six-country CEMAC zone to 3% from 3.7% in 2025, citing lower energy prices and tighter global financing. Borrowing costs stay below where they were at the start of 2026, but the weaker regional outlook leaves governments less room to spend.

In July the government raised planned 2026 spending by about 10.4%, to XAF 2,561bn from XAF 2,320bn, on the back of higher expected oil and gas revenue. In its March assessment the IMF said Congo's ability to repay was adequate but warned of high risks if oil prices fell sharply, so the extra spending makes the budget more sensitive to oil prices.

The 2027 budget is the first built on the President's 2026-2031 programme and on preparations for a National Development Plan for 2027-2031, with priority given to infrastructure, energy, transport and agriculture. The finance minister also put gradual repayment of the state's unpaid bills to domestic businesses at the top of his list, which matters for any firm that would sell to the government.
